Legalizing Canadian Documents for Saudi Arabia

Saudi Arabia is one of the most common destinations for legalized Canadian documents — driven by work visas, degree attestation, and family residency. The Kingdom joined the Hague Apostille Convention in December 2022, and Canada followed in January 2024, so many Canadian public documents can now receive an apostille for Saudi use. In practice, however, some Saudi employers, ministries, and licensing bodies still ask for the traditional attestation chain — so confirming the expected route before you start matters.

Apostille or Embassy Attestation for Saudi Arabia?

Saudi Arabia acceded to the Apostille Convention with effect from 7 December 2022, and the Convention has applied between Canada and Saudi Arabia since Canada joined on 11 January 2024. That means a Canadian public document bearing an apostille — issued by Global Affairs Canada for federal documents, or by a designated provincial authority such as Ontario's Official Documents Services — is, as a matter of treaty law, entitled to recognition in the Kingdom without further legalization.

Practice can lag the treaty. Some Saudi employers, ministries, and professional licensing bodies still request the traditional chain — notarization, Canadian authentication, and attestation by the Saudi mission — particularly for employment files. Before starting, ask the requesting party in writing whether an apostille is acceptable or whether they require embassy attestation; following the wrong route can mean starting again.

Degree Attestation for Saudi Work Visas

The single most common Saudi file is degree attestation. Employers and Saudi authorities typically require a Canadian applicant's university degree — and often transcripts — to be notarized, authenticated, and legalized before a work visa or professional registration can proceed. Some employers additionally require verification of the degree through their own channels before the legalization chain even begins.

Because the requirements can differ by employer, profession, and ministry, ask your employer or sponsor for their exact document checklist in writing before you begin. Regulated professions — engineering, healthcare, education — often layer their own credential-verification steps on top of the standard legalization chain, and those steps can have their own document format requirements.

Other Documents Commonly Legalized for Saudi Arabia

Beyond degrees, the frequent requests include police clearance certificates (often the fingerprint-based RCMP certificate), marriage certificates for family or dependent residency, birth certificates for children joining a parent in the Kingdom, and commercial documents for Canadian companies doing business with Saudi partners.

Each document has its own preparation step — vital records must be official originals, personal documents usually need notarization — before authentication and embassy legalization can follow. Federal documents such as the RCMP check route through Global Affairs Canada, while provincially issued or notarized documents may route through a provincial authority, so mixed files are split before converging at the Saudi mission.

  • Commercial and corporate documents for business dealings

Arabic Translation Requirements

Saudi authorities often require documents to be accompanied by an Arabic translation, and in some cases the translation itself must be certified or produced by an approved translator. Whether translation happens before or after legalization — and whether the translation must be legalized too — depends on the receiving authority's rules.

Confirm translation requirements with your employer or sponsor early, because adding a translation late in the chain can mean repeating certification steps.

In most cases, yes. Degree attestation — notarization, authentication, and Saudi legalization of your degree — is a standard requirement for Saudi work visas and professional registration. Your employer or sponsor can confirm the exact documents and any additional verification they require.

Often, yes. Many Saudi authorities require Arabic translations, sometimes by an approved translator, and sometimes the translation must be certified or legalized as well. Confirm the specific requirement with the receiving authority before starting.

Timelines depend on the Canadian authenticating authority and the Saudi mission, both of which set their own processing schedules. They vary and cannot be guaranteed or accelerated by any private agency, so start well ahead of your deadline.
