Apostille British Columbia — Document Legalization & Authentication

British Columbia is among the provinces with their own designated competent authority: the BC Ministry of Attorney General issues apostilles for documents issued in the province. Since Canada's accession to the Apostille Convention took effect on 11 January 2024, BC birth certificates, court records, and notarized documents bound for Convention countries have followed this provincial route rather than travelling to Ottawa.

Federal documents still go to Global Affairs Canada. The most common example in practice is the RCMP criminal record check, which many foreign employers and residence programs require — it is a federal document and receives its apostille or authentication from GAC no matter where the applicant lives in BC.

BC's demand for legalization reflects its geography. Metro Vancouver's deep family, business, and property ties across the Asia-Pacific — China, India, the Philippines, South Korea, Japan — generate steady work in civil-status documents, powers of attorney, and inheritance paperwork. Because Convention membership varies across the region, near-identical documents can take entirely different routes depending on the destination.

The province's film industry, tech sector, and universities add their own flow: UBC, SFU, and UVic graduates carrying credentials abroad, professionals taking postings overseas, and production and software companies certifying corporate documents for foreign contracts.

Vital records — birth, marriage, and death certificates — should be ordered as official certificates from the BC Vital Statistics Agency; photocopies and commemorative certificates do not qualify. Court documents and other government-issued records generally proceed directly.

Everything else typically needs notarization first. BC has a long-established body of notaries public alongside lawyers who notarize, and documents such as degree copies, employment letters, statutory declarations, and corporate records are notarized in BC before the Ministry of Attorney General will apostille them.

An apostille only works for destinations that are party to the Apostille Convention. For non-member countries — the United Arab Emirates, Qatar, and Kuwait among the most requested — the document instead needs authentication followed by consular legalization at that country's embassy or consulate in Canada.

Some Asia-Pacific destinations have joined the Convention relatively recently, and requirements shift. We verify the current route for your specific destination before the file moves, rather than assuming last year's process still applies.
